SIMI CANDIDATES HOLD TO $35,000 CAP ON SPENDING; CAMPAIGN COFFERS NOT HUGE.

A so-called ``gentleman's agreement'' between Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  council and mayoral candidates to cap spending at $35,000 is supported by most candidates, and so far just a few are coming close to the informal limit.

While most say they will stick to the limit as long as everyone else does, at least one candidate said she will follow suit if anyone else starts overspending.

``If they're going to spend $50,000, I can't expect not to,'' said Councilwoman Sandi Webb, who is seeking a third term. ``I have to have flexibility at the end of the campaign. If somebody starts attacking me, I'm sorry, all bets are off.''

Financial disclosure forms filed this week put Webb ahead of the field, with $31,815 raised, followed by upstart Glen Becerra, who has collected $23,845.

Six candidates are running for two seats on the City Council in the Nov. 3 election. Joining Webb and Becerra are incumbent Paul Miller The name Paul Miller is shared by a number of people.

Miller has stayed within his $20,000 pledged limit, with $16,686 raised, followed by Cohen, who has raised $12,049.

In the mayor's race, Fick has reached into his own pockets for most of his campaign war chest, lending his campaign $9,250. Davis has collected $18,495 from a range of supporters.

Becerra, backed by local political leaders, said he was willing to go over his $25,000 self-set limit if he needs to compete with the others.

However, Miller, the former police chief seeking a second term, said he has no need to go over his own $20,000 limit, despite what the others might be spending, saying $20,000 is enough to buy the placards, mailings and TV commercials needed to run his campaign.

The disclosure reports show Becerra stands out as the candidate with the most $500-and-over contributions this reporting period.  President Alan J. Rice, Brandeis-Bardin head and former ``People's Court'' star Joseph A. Wapner, and developer Robert D. Selleck III, who also gave to Webb and Cohen.

Gallegly gave $500 to Miller this reporting period; Miller also received funds from developers New Urban West and AMCAL, which also gave to Webb and Cohen.

Webb also has a separate fund that has raised $32,776 to pay debts remaining from her previous election campaigns. Webb said that is money she can't use in this election.

Mostly candidates are spending their money on mail and literature sent to residents, with Becerra spending $3,200 to have his name appear on slate cards, Cohen spending $9,260 on literature, and Miller spending $4,100 on literature and mailings.
