Sileo, seeking a second council term in the April 11 election, said he has worked to enhance the city's public safety and helped lay the groundwork to bring in new stores and restaurants. ``My promise is more restaurants, more places to shop, and more deputies to make our community safe,'' Sileo said. The unit, whose deputies police apartment complexes and other rental properties, costs $1.3 million a year, with about a fourth of the cost borne by a business-license fee on some rental property owners and the rest by the city. ``Those businesses should be picking up all the costs for the problems caused by their units,'' Sileo said. The $1 million could be used by the city to hire additional deputies, Sileo said. Sileo said he also wants to increase the number of city building-code enforcement officers from four to eight and establish a rental property inspection program in which each property would be inspected at least once a year. Sileo said the city is working with developers on creating a ``mall-sized'' retail project on 150 acres near 10th Street West and Avenue L.
