SHOVELS TURN ON POWER PROJECT.

City officials broke ground Tuesday on the $234 million Magnolia Magnolia, city, United States
Magnolia (măgnō`lyə), city (1990 pop. 11,151), seat of Columbia co., SW Ark.; inc. 1855. Its oil industry has been important since 1938.
 Power Project, saying it will provide electricity reliably, efficiently and at lower rates in many cases to six cities including Glendale and Burbank.

The plant, which will be located on four acres at the northeast end of the Burbank Water and Power's electricity generating complex along Magnolia Boulevard, will provide a local generation resource for the cities, allowing them to rely less on long-distance transmission lines to deliver power.

The local source of electricity will also likely translate into lower rates for customers, officials said.

``The electricity that is generated by this facility will be about 4 (cents) to 5 cents per kilowatt-hour, which is very competitive,'' Freudenburg said. ``It will help stabilize stabilize

The Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  Public Power Authority, a joint-powers agency of which the six cities are members, funded about $314 million worth of bonds over 30 years to construct the facility, pay for the interest during construction, operate and maintain it.

``The utilities will not have to start paying for the power plant until they start receiving energy, and it spreads the cost of the power plant at least over 30 years of operation,'' Freudenburg said.

The groundbreaking comes one week after the Glendale City Council voted to join Anaheim, Pasadena, Azusa, Colton, Banning and Vernon to purchase nine megawatts of wind-powered electrical energy at $1.4 million per year for 25 years from a facility being built in Solano County.

That purchase also allows the cities to have a reliable and cost-effective energy resource, officials said.
