, 19, who authorities say is a member of the Palmdale Peckerwoods, a white-supremacist prison gang, ran into a house in the 42700 block of 45th Street West after deputies spotted him, officials said.

``(Gang investigators) had information that he was around this area and they saw him in front of this home,'' Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County sheriff's Lt. Drew Basey said. ``When they spotted him, he ran inside the home, and we've made numerous attempts to contact him with no success.''

Deputies ordered the evacuation of about a dozen homes and a nearby shopping center shopping center, a concentration of retail, service, and entertainment enterprises designed to serve the surrounding region. The modern shopping center differs from its antecedents—bazaars and marketplaces—in that the shops are usually amalgamated into . Kelly was reported to be armed with a handgun and alone in the home, Basey said.

The standoff began about 12:30 p.m. and continued through the early evening.

Kelly is a suspect in a July 2 drive-by shooting that critically wounded a 31-year-old Lancaster man. The victim, whose name was not released for his protection, was shot at least once in the abdomen and was airlifted to a hospital to undergo surgery.

The shooting occurred near 35th Street West and Avenue K-8 about 9:30 a.m. as the man was walking to his home after leaving a relative's home down the street.

Two men, described only as white, drove past in a burgundy, purple or maroon compact car and one opened fire, striking the victim once.

Deputies from a special gang unit were following up leads on the drive- by shooting when they spotted Kelly in front of the house on 45th Street West between avenues L and L-2.

Kelly, who was at the house with a friend who was visiting other friends at the home, ran inside the house. Deputies asked for everyone to come out and about a half-dozen teenagers exited, deputies said.

About two hours into the standoff, Kelly started to barricade the windows on the west side of the house, officials said.
