Deputies from a special gang unit were following up leads on the drive- by shooting when they spotted Kelly in front of the house on 45th Street West between avenues L and L-2. Kelly, who was at the house with a friend who was visiting other friends at the home, ran inside the house. Deputies asked for everyone to come out and about a half-dozen teenagers exited, deputies said. About two hours into the standoff, Kelly started to barricade the windows on the west side of the house, officials said.
