Gov. Gray Davis has appointed developer Jack Shine, who has built thousands of Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  homes, to the board of the California Housing Finance Agency.

Shine, of Encino, has been a licensed contractor and builder of residential and commercial projects throughout Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County for more than 35 years. His projects include the American Beauty neighborhoods in Canyon Country and Saugus.

He is president and chief executive officer of First Financial Group Inc., a company he founded in 1972. Shine also has served as president of the Los Angeles County Music and Performing Arts Commission and the California Building Industry Association.

He is a founder of the Music Center, and a past member of the board of the Los Angeles Music Center The Music Center (officially named the Performing Arts Center of Los Angeles County) is one of the three largest performing arts centers in the nation. Located in downtown Los Angeles, the Music Center is home to the Dorothy Chandler Pavilion, Ahmanson Theater, Mark Taper  Opera Company. Shine is also a member of the board of Habitat for Humanity Habitat for Humanity, nonprofit ecumenical Christian organization that enables low-income people to own affordable, livable housing. Headquartered in Americus, Ga., it was founded in 1976 by businessman Millard Fuller and his wife. , a nonprofit group that builds homes for low-income families. He earned a bachelor's degree from the University of Southern California The U.S. News & World Report ranked USC 27th among all universities in the United States in its 2008 ranking of "America's Best Colleges", also designating it as one of the "most selective universities" for admitting 8,634 of the almost 34,000 who applied for freshman admission .

The mission of the Housing Finance Agency is to finance below-market- rate loans to create safe, decent and affordable rental housing and to assist first-time homebuyers. Members are not paid. The position requires Senate confirmation.
