SHELTER'S BUILDER TO DIRECT ANIMAL SITE.

DeLange will replace former shelter executive director Leslie Eppick, who left in September amid controversy surrounding her management of the agency.

``We were very impressed with him,'' said Glendale shelter board member Mike Barclay, who was involved in the interview of candidates. ``He's just the kind of person the Humane Society needs.''

Glendale City Manager Jim Starbird, who has visited the Burbank shelter and met previously with DeLange and his staff, applauded the choice.

``He knows how to train the staff, develop the programs and deal with the issues at the Glendale Humane Society. He has been there and done that,'' Starbird said.

City officials have been closely monitoring changes at the Glendale Humane Society since an audit in September revealed 60 problems, from poor management to substandard substandard,

To date, the city has yet to renew its animal control contract with the shelter, pending further improvements and negotiations.

Bowers said DeLange is leaving the shelter in great condition.

``It's running very smoothly. We expect there to be a good transition,'' he said.

``When you think of the shelter, you think of Fred,'' he said. ``We were all shocked when we heard he was going to leave. We thought he was going to be here forever.''

DeLange started his career with the city 40 years ago as a custodian bailee (custodian) n. a person with whom some article is left, usually pursuant to a contract (called a "contract of bailment"), who is responsible for the safe return of the article to the owner when the contract is fulfilled.  and has since steadily risen through the ranks. Before becoming superintendent of the Burbank shelter, DeLange also worked as a licensed inspector for the city, assistant buyer and civilian jailer.
