SEWER PROJECT HAS OPPONENTS FEELING DOWN.


SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - Plans for a sewer in Placerita Canyon will move forward despite opposition from dozens of residents.

In a 4-0 vote Thursday, the City Council approved the sewer that will replace a septic system that has been operating in the area since the 1960s. Mayor Laurene Weste, who has lived in Placerita Canyon Road for 30 years, abstained from the vote.

``This is a health and safety issue for the public at large,'' said Councilman Bob Kellar.

The City Council awarded the $345,000 contract to the lowest bidder, Tetra Tech ASL ASL - Algebraic Specification Language , a Camarillo-based company. The work is expected to take one year. The council awarded the contract after holding a Town Hall Meeting to answer residents' questions and provide details about the project, which has been under consideration for many years.

Residents told the City Council on Thursday they fear the sewer will disrupt the bucolic nature of the canyon and bring unwanted development to the area, while destroying many heritage oak trees.

``Our systems are working,'' said Richard Starke, a Placerita Canyon resident. ``We don't need a sewer. If it's not broke, don't fix it.''

Opponents of the sewer tied yellow ribbons around many of the trees this week, seeking to highlight their potential removal by installation of a sewer.

To reach all of the homes, the main line of the sewer would need to extend onto side streets and Placerita Canyon Road, parts of which are privately owned. Because of resident's opposition, the city doesn't plan to extend the sewer.

``To bring it in front of all of the homes would be very expensive, and not worthwhile because of the objections of the homeowners,'' Price said.
