Defense Secretary William J. Perry declined last month to testify before the intelligence committee. His spokesman, Kenneth Bacon, said Friday that Perry is willing to testify before a joint hearing of the Senate Intelligence Committee and the Senate Armed Services Committee.

Specter's intent was to block only the most senior nominations.
