Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
 secession campaign will enter a new phase Monday with the launch of its first television ad, to be shown on cable systems in the Valley.

Ads will eventually go on cable throughout the city, but campaign officials said they don't expect to have funds to air them on broadcast stations.

The ads ``seize on the fact that the Valley, like many parts of L.A., is ignored by downtown special interests, who are mostly concerned with taking care of their wealthy contributors and not paying attention Noun 1. paying attention - paying particular notice (as to children or helpless people); "his attentiveness to her wishes"; "he spends without heed to the consequences"

Mayor James Hahn's anti-secession committee has also filmed ads, but declined to say when they will air. Hahn consultant Kam Kuwata said the timing of the launch of the ads is less important than the substance.

``It matters who has the most credible, concise message,'' Kuwata said.

The ads are starting as the campaign finds itself at a critical period, with one month left before the Nov. 5 election. Still, a recent poll found that support citywide for secession has gained slightly, though it's still 10 percentage points short of a majority. The Valley remains strongly supportive of secession with Latinos the most supportive group.

 and Bill Allen, chairman of the Economic Alliance of the San Fernando Valley, are putting together a citywide effort, but Scott declined to discuss details and Allen could not be reached Friday.

The first 30-second ad to air Monday was created by Garrett Biggs, a Chatsworth-based political consultant who is also running for a Valley council seat in District 8. Biggs and his firm, Blair-Biggs Campaigns, have filmed several different ads and plan to make them available to other candidates.

The first ad - called ``Is Anybody Listening?'' - features a man representing the Valley speaking to a meeting of public officials, presumably pre·sum·a·ble

Katz declined to say exactly how many times the ad would air, but said the size of the initial buy was in the range of ``tens of thousands of dollars'' but less than $100,000. More ads will be added to the mix soon, including at least two others produced by Biggs and several more made by the committee's own consultants.
