System called EDGAR Edgar or Eadgar (both: ĕd`gər), 943?–975, king of the English (959–75), son of Edmund, king of Wessex. EDGAR, originally developed by BDM, automates the filing, processing, and dissemination of approximately 16 million pages of registration statements, reports, and other filings received by the SEC each year. These submissions are received from more than 28,000 registered entities and numerous individual filers. Prior to 1992 when EDGAR became operational, all registration statements, reports, and other filings were processed manually. With electronic filing, more timely disclosure of data to investors in the U.S. financial markets is a reality. "This data is vital to the investing public because it gives insight into the soundness and investment potential of a company," said Phil Odeen, executive vice president and general manager of TRW Systems & Information Technology Group. "Moreover," he added, "this data is available almost immediately, which is important to analysts and investors." Modernization of the system will involve using TRW's advanced information technologies along with commercial off-the-shelf software commercial off-the-shelf software - commercial software to improve the presentation quality and structure of SEC filings. The EDGAR architecture will be converted to an Internet-based system using Hypertext Markup Language (hypertext, World-Wide Web, standard) Hypertext Markup Language - (HTML) A hypertext document format used on the World-Wide Web. HTML is built on top of SGML. "Tags" are embedded in the text. A tag consists of a "<", a "directive" (in lower case), zero or more parameters and a ">". Relatively easy for nonprogrammers to master, HTML is the language used for documents on the World Wide Web. ) as the official format. This format will allow filers to attach graphical files such as PDF (Portable Document Format) The de facto standard for document publishing from Adobe. On the Web, there are countless brochures, data sheets, white papers and technical manuals in the PDF format. . Filers also will realize reduced costs and effort associated with the preparation and submission of SEC required documents. TRW will also provide a privatized dissemination service where subscribers can receive corporate filings in real-time at a cost that is less than half currently charged. There is no fee, however, when an individual investor searches for information using the SEC website (http://www.sec.gov ). Work on this contract will be performed primarily at SEC's site in Alexandria, Va., with approximately 60 employees and staffing up to more than 100 during the modernization phase. When the base period of the contract ends in June 2001, the SEC can either extend the contract with TRW for up to five years in one-year increments, with a total eight-year value of approximately $102 million, or recompete the program.
