Friedrich Froebel designed (1837) the kindergarten to provide an educational situation less formal than that of the elementary school but one in which children's creative play instincts would be through third grade. During the past three years, more than 45,000 students have enrolled in the district, for a total of 680,000 students. At the same time, space virtually has disappeared as teachers use every available square inch to accommodate smaller class sizes. ``Space goes much quicker when you put 20 kids in a classroom instead of 30,'' Takeguma said. ``Schools used to have two, three extra rooms. Now, they're gone. Those two or three rooms get eaten up really quickly.''
