 held its annual Congressional Breakfast at the Dirksen Senate Office building The Dirksen Senate Office Building was the second office building constructed for members of the United States Senate in Washington, D.C. and was named after the late Minority Leader Everett Dirksen from Illinois in 1972.  on Thursday, March 2. The breakfast serves many functions. It allows NRPA leadership and NRPA Mid-Year Forum delegates to honor and recognize those members of Congress who have worked to advance the goals of parks and recreation. It allows NRPA members and delegates the opportunity to meet and mingle with members of Congress and their staff. NRPA presented its 1999 NRPA National Congressional Awards to Rep. John Dingell John David Dingell, Jr. (born in Colorado Springs, Colorado, July 8 1926) is a Democratic United States Representative from Michigan and is currently the Dean (longest-serving member) of the House of Representatives, with a tenure longer than the entire current time served of 121  (D-MI), Sen. Patrick Leahy (D-VT), and Sen. Mary Landrieu (D-LA) during this event. Rep. Don Young (R-AK) was also a winner of this award but was unable to attend.
