 SBIC FUNDING ANNOUNCES NEW OFFERING
 NEW YORK, Dec. 10 /PRNewswire/ -- SBIC Funding Corporation,


as fiscal agent, announced today a proposed offering by the Small Business Administration of $17,740,000 U.S. Small Business Administration guaranteed 7.89 percent participation certificates, Series SBIC 1991-10 D, due Dec. 10, 2001.
 Goldman, Sachs & Co. is the lead manager for the offering. Dillon, Read & Co. Inc. and The First Boston Corporation are co-managers. The Series SBIC 1991-10 D certificates will represent fractional undivided interests in a pool of eight SBA-guaranteed debentures issued by Small Business Investment Companies (SBICs) and Specialized Small Business Investment Companies (SSBICs). SBICs use the proceeds of these debentures to make loans to, and investments in, small businesses. SSBICs invest in concerns owned by socially or economically disadvantaged persons.
 This is the twentieth offering of SBA-guaranteed SBIC participation certificates. Previous borrowings under this program, $38,770,000 of 3-year SBA-guaranteed SBIC participation certificates and $487,195,000 of 10-year SBA-guaranteed SBIC participation certificates, total $525,965,000.
 The new offering was priced Tuesday, Dec. 10, 1991. It will settle Tuesday, Dec. 17, 1991.
