SAVE EIDC, GUILDS URGE 1-STOP PERMITS PROTECT JOBS.

HOLLYWOOD - Leaders from the entertainment industry's major unions expressed support Wednesday for the scandal-plagued Entertainment Industry Development Corp., which they called key to keeping industry jobs in the area.

Guild leaders addressed several other topics - including Internet piracy and upcoming contract negotiations - at a joint meeting at the Renaissance Hollywood Hotel

 EIDC, created in 1995 to streamline the process for getting filming permits and to try to stem runaway film and television production, is the subject of an independent audit that is scheduled to become public on Monday.

The former head of the agency, Cody Cluff, was charged last month with 11 felonies. He was accused of embezzling more than $150,000 over the past seven years. Cluff's former assistant, Darryl Seif, was indicted INDICTED, practice. When a man is accused by a bill of indictment preferred by a grand jury, he is said to be indicted.  on two felony charges but continues to serve as general manager of the EIDC.

``Don't throw the baby out with the bath water,'' warned Bruce Doering, executive director of the International Cinematographers Guild. ``The EIDC had its problems, but one-step permitting needs to remain here. This is an industry that we cannot live without.''

But Doering added that improvements must be made.

``The EIDC clearly has to improve its relations with the community,'' Doering said. ``The city also has to begin an educational campaign about the importance of the industry.  said that, while ``our industry owes Los Angeles neighborhoods respect,'' local filming can't thrive if neighborhoods ``resort to NIMBYism.''

``It's got to happen,'' Gilbert said. ``It's the only way we can begin to compete with Canada.''

Gilbert said that it is sometimes difficult to convince politicians that the economic problems facing workers in the entertainment industry, with its perceived glamour, are the same as those for any other California workers. ``Not everyone is making millions of dollars and getting out of limousines,'' Gilbert said. ``There are people in this industry who can't buy medicine for their babies. The majority of our members are hard-working people with families to take care of.''

Meanwhile, Phil Ayling, president of the Recording Musicians Association, spoke out against a recent decision by the Recording Industry Association of America to sue thousands of people across the country for illegally downloading music off the Internet.

``I personally think that if some 12-year-old girl has downloaded 50 Britney Spears records, she's been punished enough,'' Ayling said, drawing the biggest laugh of the afternoon.

But the directors' Barclay backed the recording-industry action because he fears piracy could become more widespread in the movie industry down the road. ``I'm actually so in favor of suing everyone,'' said Barclay, third vice president of the directors' guild. ``When you steal something that doesn't belong to you, it's illegal. In the next year or two, the film industry could be faced with the same problem. We feel this could be the tip of the iceberg tip of the iceberg
