SAUGUS DISTRICT CONSIDERS BOND.

whether to put a bond measure on next year's ballot.

Superintendent Gail Wickstrom brought up the issue at last Tuesday's board of education meeting to tell trustees their options and deadlines if the matter is to appear on the April 14 city ballot or on the June or November 1998 statewide election ballots.

Construction on Plum Canyon Elementary, which will be the district's 12th school, is already under way and is expected to be complete by fall 1998. In February, the school board approved a pact with The Newhall Land and Farming Company The Newhall Land and Farming Company is a land management company based in Valencia, California, United States. The company is responsible for the master community planning of Valencia, as well as the management of farm land elsewhere in the state. , which pledged $40 million toward construction of the district's 13th through 16th schools.

Those schools will be needed to serve the students generated from Newhall Land's future residential developments of 8,000 to 10,000 homes.

``We need to build schools, so that's the reason for looking at it,'' Wickstrom said of the potential bond measure. ``I think the board is not really interested in pursuing it at this point. This item was a two-minute (discussion) in a three-hour meeting,'' she said.

School board President Douglas Bryce said the deal with Newhall Land puts the district in a position where it likely won't need to ask local residents to approve a tax hike to pay for new schools. Residents did just that in 1993, when they voted for Measure S, a $10.2 million bond measure that raised construction funds for Plum Canyon and Mountainview elementary schools.

``I'm not a real fan of bond measures,'' Bryce said. ``There may be a need in the future, but things are looking really good right now. We have our next four schools fully funded because of our agreements with Newhall Land and Farming.''

The developer made a similar school construction pact with the Newhall School District The Newhall School District is a school district in the Santa Clarita Valley that serves the Valencia and Newhall communities within the city of Santa Clarita, California, as well as the Stevenson Ranch community in unincorporated Los Angeles County. , noted Newhall Land spokeswoman Marlee Lauffer.

School board member Betty Lund said bond measures are always a tough sell, when governments ask voters to willingly pay extra taxes. ``It's a lot of hard work. They're hard to pass,'' she said. ``I hope we won't need one for a little while.''
