The council agreed in principle to the new restrictions, which mirror a county policy approved this year by the county for unincorporated areas.

The law, which requires dogs older than 4 months to be spayed and neutered, would not apply to dogs whose health would be put at risk, guide dogs, show dogs or those that are bred. Microchips, tinier than a grain of rice, would be implanted for free for the foreseeable future. They can be read with a hand-held scanner.

The city could raise dog license fees; licenses for unaltered dogs would rise from $30 to $60, and from $15 to $20 for altered dogs.
