The April average price is $1.61, compared with $1.19 on March 16. Statewide, the average price so far in April is $1.64, compared with $1.15 per gallon nationwide. The national average has increased 18 cents from mid-March.

Oil industry analysts say hikes in gas prices were especially steep in California because of supply problems. There have been shutdowns or production problems at five Northern California refineries that produce the cleaner-burning reformulated gasoline used in the state. Supplies have fallen by 12.5 percent, or 250,000 barrels per day Barrels per day (abbreviated BPD, bbl/d, bpd, bd or b/d) is a measurement used to describe the amount of crude oil (measured in barrels) produced or consumed by an entity in one day. . The shortage in California sent prices spiraling for all West Coast supplies.

But analysts have been unable to say why prices traditionally are higher at the pump in Santa Clarita than in other outlying areas, such as Lancaster ($1.61 for self-serve regular unleaded), Bakersfield ($1.62) and Ventura ($1.65.)

By contrast, the average price in Van Nuys is $1.53 per gallon.

The California Energy Commission The California Energy Commission is California’s primary energy policy and planning agency. Created in 1974 and headquartered in Sacramento, the Commission has responsibility for activities that include forecasting future energy needs, promoting energy efficiency through  reports that wholesale gasoline prices in Los Angeles have declined from $1.01 per gallon in early April to 62 cents in the most recent survey. Retail prices may soon follow the downward trend.

Analysts say California gasoline prices tend to be higher than the national average because of the higher cost of refining the cleaner-burning fuel required in the state and because demand has increased in a robust economy.
