Caravalho backfired Friday, as the City Council unanimously expressed its ``confidence and support'' in the veteran administrator. The announcement of the City Council's decision, which was debated and reached behind closed doors, was greeted with loud cheers and applause from an audience of residents and staff members, many of whom urged the City Council not to fire Caravalho, the only city manager in Santa Clarita's 13-year history. After the meeting, Weste said she did not view the vote as a defeat. ``I think it was a win,'' Weste said. ``We were able to clarify a lot of issues.''
