Democratic Rep. Loretta Sanchez Loretta Sanchez (born January 7 1960), an American politician, has been a Democratic member of the United States House of Representatives since 1997. She currently represents the 47th Congressional District of California (map) in central Orange County.  says congressional Republicans - Rep. Howard P. ``Buck'' McKeon in particular - refuse to hold an education meeting in her Orange County district as retribution for her contested election victory over Bob Dornan.

The GOP denied that was the sole reason, but Sanchez's fellow Democrats said they were outraged.

``Obviously, they are saying to the people of Orange County and her district that they don't recognize her as a member, that she's not a full-fledged member,'' House Minority Leader Richard Gephardt said Thursday. ``Outrage is not a strong enough word. I'm speechless speech·less

McKeon, R-Santa Clarita, made the decision to move the meeting from Orange County.  of Montana, the ranking Democrat on the full education committee, said McKeon told them the contested election is politically sensitive and he didn't want to get involved.

Dornan lost the election last year by fewer than 1,000 votes. He has claimed voter fraud, and state and federal authorities are investigating.

McKeon's spokesman said the election dispute was not the only reason a hearing would not be held in the 46th Congressional District Noun 1. congressional district - a territorial division of a state; entitled to elect one member to the United States House of Representatives

``He may have said that,'' said Armando Azarloza, McKeon's spokesman. ``But the issue is not the political volatility. There was already a hearing in California, and we'd rather spread the resources around the country.'' McKeon held a higher-education hearing in Northridge in January.

Congress routinely holds field hearings to get comments on legislation from around the country. But the hearings are also politically useful for members because they show them in congressional-type settings with all the formal trappings of office.

The House subcommittee on post-secondary education had scheduled 12 hearings around the country on a sweeping higher-education authorization bill before Congress this year.

Democrats said they had asked that one of the three hearings Republicans said the minority could control be held in Sanchez's district in Orange County. McKeon agreed to the other two hearing spots but denied Sanchez's.
