SAN FERNANDO MUSEUM OPENS TODAY.

San Fernando (săn fərnăn`dō), city (1991 pop. 144,761), Buenos Aires prov., E Argentina. It is a district administrative center in the Greater Buenos Aires area.
 - After more than a year of wrangling among city officials over details of its operation, the San Fernando Museum of Art & History officially will open today in an abandoned firehouse.

Although the museum opened in April, organizers only recently completed the gallery wing where firetrucks once blared in and out.

With a 1919 San Fernando firetruck anchoring the gallery, the exposed brick room will hold ``San Fernando's Heritage, a Merging of Cultures,'' an exhibit detailing the area's history with private photo and painting collections from local historians.

Organizers eventually hope to develop workshops taught by local artists and house an archive room that can become a source for historical research.

``This is going to be a community museum,'' said Richard Arroyo, a member of the city's historical commission. ``In the long term, this will help build the city's infrastructure, attracting people from all over for its arts.''

But for now, those dreams have yet to be seen. Since opening in April, a few hundred people have visited the museum and organizers continue to struggle financially. For instance, the bulk of the fundraising

 came in the form of a loan from a local women's group.

Moreover, criticism lobbed by some City Council members last year remains.

``We have three museums in this town; all three of these museums are going to struggle with funding,'' said Councilman Steve Veres, who proposed an alternative cultural center that was voted down by the council last year.
