In a deal to be voted on Wednesday by the City Council, the city would reimburse developer Stan Rothbart for improvements he is making for a shopping center at 47th Street East and Avenue S in exchange for the Sam's Club opening in Palmdale. Under the provisions of the deal, the city would pay $1.8 million to Rothbart 90 days after the Sam's Club store opens. The east side shopping center will be anchored by a Wal-Mart store. San's Club is a division of Wal-Mart stores. At one point during the 1990s, Lancaster officials accused Palmdale of trying to lure away their Costco store - a charge Palmdale officials denied.
