 Equities Group presented a preliminary plan to the borough's Visioning Committee regarding the redevelopment of a former industrial site in Rutherford Rutherford (rŭth`ərfərd), borough (1990 pop. 17,790), Bergen co., NE N.J., a residential suburb of the New York City–N New Jersey metropolitan area; inc. 1881. The meeting with the Visioning Committee has helped the Tarragon/Lincoln team continue its open and transparent outreach Outreach is an effort by an organization or group to connect its ideas or practices to the efforts of other organizations, groups, specific audiences or the general public.  to community leaders and residents.

The Tarragon/Lincoln plan includes expanding the designated Highland Cross Redevelopment Area to encompass 26 additional acres. The venture currently owns a 26-acre parcel, which has already been remediated by the Lincoln Equities Group and has been approved for one million s/f of new office space, a 216-room hotel and surface and garage parking to accommodate 4,000 cars. Lincoln has been marketing the office and hotel concept for several years, but a depressed commercial real estate market has resulted in very little interest.

The joint venture team is exploring additional redevelopment options for the site, including a mixed-use development Mixed-use development refers to the practice of allowing more than one type of use in a building or set of buildings. In planning zone terms, this can mean some combination of residential, commercial, industrial, office, institutional, or other land uses.  that would include new residential units, affordable housing, retail destinations and community spaces and amenities.

The Tarragon/Lincoln team has already conducted polls and met with community leaders to determine the best use for the site.

The team is committed to re-envisioning the site as a mixed-use residential and retail project that will not affect the Rutherford borough core.

"The mixed-use redevelopment of the Highland Cross site offers the borough the opportunity to create much needed real estate tax revenue, far in excess of any municipal costs which the property may generate," said Tarragon's executive vice president of development Todd Schefler.

"And we are taking into account the borough's Vision Statement: 2025, which points out the need for new housing options, as well as recreation opportunities. Our overall strategy is to provide the borough with a new community that meets all of Rutherford's fiscal and quality of life needs."
