Role of Civil Society in increasing commitment to the implementation of the Beijing platform for action and critical links to the implementation of the Millennium Development Goals/Role de la Societe Civile dans l'accroissement de l'engagement pour la mise en oeuvre de la palterforme d'action de Beijing et liens critiques a la mise en oeuvre des Objectifs de Developpement du Millennaire.The Division for the Advancement of Women organized a panel discussion on 21 July 2005 in New York New York, state, United States New York, Middle Atlantic state of the United States. It is bordered by Vermont, Massachusetts, Connecticut, and the Atlantic Ocean (E), New Jersey and Pennsylvania (S), Lakes Erie and Ontario and the Canadian province of . The objective of the panel discussion was to mark the adoption by the UN Economic and Social Council (ECOSOC) of the Declaration adopted by the Commission on the Status of Women Noun 1. Commission on the Status of Women - the commission of the Economic and Social Council of the United Nations that is concerned with the status of women in different societies at its 49th session in 2005. The panel was organized as a side event to the General Segment of ECOSOC (2). The objective of the panel was to discuss the implications of the Declaration, actions required to ensure effective follow-up to advance full implementation of the Beijing Platform for Action, and the outcome of the 23rd special session of the General Assembly. The panel also provided the occasion for ECOSOC to discuss ways of linking the outcome of the functional Commissions to the review of the Millennium Declaration in the GA in September 2005. During the panel discussion, Anne Njuguna-Njogu, Executive Director of CREAW presented a paper entitled "Role of Civil Society in Increasing Commitment to the Implementation of the Beijing Platform for Action, and Outcome Document of the 23rd Special session of the General Assembly and Critical Links to the Implementation of the Millennium Development Goals “MDG” redirects here. Women in sub-Saharan Africa are the cornerstone of development where statistics confirm that African women's contribution in food security accounts for 70% of agricultural production, 50% of livestock taking, 50% of agricultural storage activities, 100% food processing, 80% water fetching, 80% fuel wood gathering, and 100% food preparation. However, women and children make up the overwhelming majority of the poor. Poverty perpetuates gender inequality while unequal gender and power relations are key factors to worsening poverty illustrated by the fact that although in Kenya, women constitute 80% of the agricultural labour force, only 5% own land. The feminization of poverty The feminization of poverty is a phenomenon that has been observed in the United States since 1970 as female headed households accounted for a growing proportion of those below the poverty line. and discrimination against women is linked to violation of women and girls' human rights. Violence against women continues to impede women's effective participation in competitive politics, leadership positions and development activities. Despite the recognized causes and effects of VAW, Kenya still does not have Acts of Parliament that criminalize crim·i·nal·ize tr.v. crim·i·nal·ized, crim·i·nal·iz·ing, crim·i·nal·iz·es 1. Kenya's Constitution also perpetuates discrimination against women by allowing the jurisdiction of tradition and customs on the one hand, while providing equality provisions on the other. Kenya's example is played out in many countries which shows that previous commitments to advance women's empowerment are largely unmet. The reaffirmation and implementation of the BPFA is of critical importance. The outcome document must clearly link the Millennium Development process to existing international and regional human rights instruments. Ms. Njogu continued her presentation by examining the role of civil society in strengthening commitment to the BPFA, outcome document and links to the implementation of the MDGs. She noted that for the MDGs to be achieved, civil society must demand for the integration of gender equality targets for each MDG MDG Millennium Development Goals (UNDP) MDG Madagascar (ISO Country code) MDG Medical Group (USAF) MDG Air Madagascar (ICAO code) and not merely isolated in goal 3. Specifically, CSOs must lobby and advocate that existing commitments related to women's health Women's Health Definition Women's health is the effect of gender on disease and health that encompasses a broad range of biological and psychosocial issues. , control over their bodies, freedom from violence and the respect of their sexual and reproductive rights are inextricably in·ex·tri·ca·ble adj. 1. a. Failure to do so would mean that the MDGs undermine international human rights law by setting lower standards than human rights treaty obligations. A human rights approach to the MDG related to eradicating poverty would for instance seek to empower vulnerable groups so that they can demand social and economic rights. Additionally, strategies for increasing food production must ensure that women have access to and control of land, credit, training and the technologies required to increase production, thus linking Goal 1, 3 and 7. Further, a gender and intersectional analysis would explore what keeps girls from accessing schools including fear of violence from teachers or fear of walking long distances that makes them vulnerable to rape. This would link Goal 2 and 3. She further stressed that civil society should ensure the development of proper indicators that show the interconnectedness between the spread of HIV and VAW. CSOs must also continue to mobilize for fair trade, debt cancellation, increased quality and quantity of aid, accountable and transparent policies with regard to Goal 8--global partnerships for development. CSOs must mobilize to link Beijing +10 with the Millennium Summit at international, regional and country levels with specific demands that commitment to the Beijing Declaration be reflected in efforts to implement the MDGs and other outcome documents. Further, that implementation should be set on human rights benchmarks. Ms. Njogu noted the need for specific budgetary allocations to be set for the implementation of the BPFA at national, regional and international level. In her concluding remarks, Ms. Njogu highlighted the importance of the forthcoming World Summit in September 2005 as an excellent opportunity for civil society to ensure that the linkage between the MDGs, BPFA and outcome document is clearly spelt out in both language and resultant action plans in order to accelerate the implementation of these three major commitments.
