, is the chief executive officer of clinical enterprise and senior vice president for clinical affairs at SUNY Downstate Medical Center The State University of New York Health Science Center at Brooklyn, better known as SUNY Downstate Medical Center, is an academic medical center and is the only one of its kind in the Borough of Brooklyn in New York City.  in Brooklyn, N.Y. He served in these roles in an interim capacity since January 2004, while continuing to serve as chief medical officer, a position he had held since February 2003. As CEO/senior vice president for clinical affairs, Jacobs will have responsibility for the entire clinical enterprise, including University Hospital of Brooklyn and the faculty practice plan. Jacobs was awarded his MD from the NYU School of Medicine in 1968 and completed his postgraduate training at the Johns Hopkins Hospital

The Johns Hopkins Hospital is a teaching hospital in Baltimore, Maryland (USA). It was founded using money from a bequest by philanthropist Johns Hopkins.

Jacobs joined the faculty of the George Washington University George Washington University, at Washington, D.C.; coeducational; chartered 1821 as Columbian College (one of the first nonsectarian colleges), opened 1822, became a university in 1873, renamed 1904.  School of Medicine in 1976 where he achieved the rank of professor of medicine and served as chief of the division of rheumatology. Due to his interest in medical economics and hospital administration, he then assumed the role of vice president for medical affairs at Jeanes Hospital in Philadelphia where he also served on the faculty of the University of Pennsylvania (body, education) University of Pennsylvania - The home of ENIAC and Machiavelli.

The Albert Einstein College of Medicine (AECOM) is a graduate school of Yeshiva University. It is a private medical school located in the Jack and Pearl Resnick Campus of Yeshiva University in the Morris Park
 as well as associate professor of medicine. Jacobs left academic medicine to serve as the regional medical director for New York of Oxford Health Plans in 1995. He returned to academic medicine in 1998 serving as chief medical officer, then president of University MSO at the NYU Medical Center before joining SUNY Downstate Medical Center in February 2003.
