Among his responsibilities, Mr. Espaillat will oversee the operations of the ACCION New York American Dream Fund, which provides recovery loans and supplementary grants to small business owners affected by the Sept. 11 attacks. Since Oct. 15, 2001 the American Dream Fund has disbursed over $2.4 million to more than 210 business owners.

Mr. Espaillat is a graduate of Southern Illinois University Southern Illinois University, main campus at Carbondale; state supported; coeducational; est. 1869, opened 1874 as a normal school, renamed 1947. It has a center for archaeological investigation and a fisheries research laboratory. There is also a campus at Edwardsville.  with a BS in Management. He was a financial consultant for Equitable Companies, Inc., and from 1995 until recently, he worked for Greenpath, Inc., a credit counseling service, in various positions, including director of administrative operations and New York regional manager.
