At the GSMA, Hoffman was responsible for management of the association's technical evolution program, including GSM, GPRS (General Packet Radio Service) The first high-speed digital data service provided by cellular carriers that used the GSM technology. GPRS added a packet-switched channel to GSM, which uses dedicated, circuit-switched channels for voice conversations. , EDGE and 3G evolutions.

During his tenure, Hoffman was also responsible for numerous GSMA initiatives including the M-Services Requirements Program, the GPRS Roaming Initiative, the M-Commerce Task Force, the GSM Certification Forum and the initial 3G Program Plan.

He brings extensive knowledge of the operator community to Roamware, having served in various executive positions including regional director for BellSouth Mobility BellSouth Mobility, LLC headquartered in Atlanta, Georgia, was a BellSouth subsidiary.
