Lindsay was born on October 10, 1932 in Portage, Wisconsin.
 has been named to fill a Board seat that was vacated by Kent Carrington who resigned in April of 2004. General Lindsey will join current board members: Senator John H. Carrington John H. Carrington (born 25 October 1934) is a Republican former member of the North Carolina General Assembly who long represented the state's fifteenth Senate district, including constituents in Wake county. , Senator Anthony Rand, Martin L. Perry and Paul H. Feldman.

General Lindsay has compiled an extraordinary career. He enlisted in the Army in 1952 and graduated from the Army Officer Candidate School in May 1953 as a Second Lieutenant in the Infantry. His military education includes the Infantry Officer Advanced Course, the United States Marine Corps United States Marine Corps (USMC)

Separate military service within the U.S. Department of the Navy (see U.S. Navy), charged with providing marine troops for seizure and defense of advanced bases and with conducting operations on land and in the air in connection with
 Command and Staff College and the National War College. He holds a Bachelor's Degree from the University of Nebraska (Omaha) and a Master of Science Degree in Foreign Affairs from George Washington University George Washington University, at Washington, D.C.; coeducational; chartered 1821 as Columbian College (one of the first nonsectarian colleges), opened 1822, became a university in 1873, renamed 1904. .

General Lindsay's command assignments range from platoon through MACOM in peacetime and war. His early assignments were with the 82nd Airborne Division and 77th Special Forces Group. He held eight different positions in the 82nd Airborne from platoon to division level. In Vietnam, he served with the Vietnamese Airborne Brigade, commanded the 2d Battalion 60th Infantry, 9th Infantry Division and was the G3, 9th Infantry Division.

As a General Officer, General Lindsay commanded the 82nd Airborne Division, the Infantry School, and the XVIII Airborne Corps. He also served as Commander in Chief, United States Readiness Command and was the first Commander in Chief, United States Special Operations Command The United States Special Operations Command (USSOCOM or USSOC) is the Unified Combatant Command charged with overseeing the various Special Operations Commands (SOC or SOCOM) of each branch of the U.S. military. The command is part of the U.S. .

General Lindsay organized and served as first commander of congressionally mandated U.S Special Operations Command A subordinate unified or other joint command established by a joint force commander to plan, coordinate, conduct, and support joint special operations within the joint force commander's assigned operational area. Also called SOC. See also special operations. , comprised of Special Operations Forces Those Active and Reserve Component forces of the Military Services designated by the Secretary of Defense and specifically organized, trained, and equipped to conduct and support special operations. General Lindsay retired 1 July 1990.

Major branch of the U.S. military forces, charged with preserving peace and security and defending the nation. The first regular U.S. fighting force, the Continental Army, was organized by the Continental Congress on June 14, 1775, to supplement local
 Ranger Hall of Fame and Officer Candidate School Hall of Fame, US Army Science Board and Special Operations Advisory Group to the Secretary of Defense. He was also the 1996 recipient of the Infantry's Doughboy Award, and the 1998 recipient of the United States Special Operations Command Bull Simon Award.

General Lindsay and his wife Gerry live in Vass, North Carolina.
