Resumix System Selected by the Department of Defense for Civilian Personnel Hiring and Management -- a Key Component of Their New Modern System.

SUNNYVALE, Calif.--(BUSINESS WIRE)--Oct. 9, 1996--

The Contract is the Largest in the Company's History, and Will Place Resumix in Every Regional Location of the Army, Navy, Air Force and Defense Agencies to Automate Civilian Hiring and Management Programs.

Resumix Inc. today announced that it has been selected by the Department of Defense to automate civilian personnel hiring and management as a key component in the modernization of DoD's civilian personnel information system.

The contract calls for the Resumix system to be installed in each regional location of the Army, Navy, Air Force and the Defense Agencies. As the hiring component of the modern system, the Resumix system will be used for external and internal civilian hiring by quickly and efficiently identifying the most qualified candidates for positions.

The Resumix system will be integrated with the HRIS HRIS Human Resource Information System
HRIS High-Resolution Imaging Spectrometer
HRIS Highway Research Information Service
HRIS High Resolution Infrared Sounder
component of the modern system, Oracle HR, to provide a seamless exchange of information between the two.

The Resumix selection is a key part of a Business Process Improvement (BPI) project undertaken by the DoD Civilian A Federal civilian employee of the Department of Defense directly hired and paid from appropriated or nonappropriated funds, under permanent or temporary appointment. Specifically excluded are contractors and foreign host nationals as well as third country civilians.  Personnel Management Service (CPMS CPMS Centre Psycho-Médico-Social (Belgium)

) to re-engineer its major civilian personnel management functional activities.

The initial project, known as STAIRS (Supporting Improvements in the Standard Inventory and Referral System), was initiated to find major efficiency improvements and resource savings through the identification of new business processes and decision support systems.

As part of these findings, the Resumix system was selected to be extensively tested by CPMS as part of an expanded proof of concept test (EPOC A 32-bit operating system for handheld devices from Symbian Ltd., London, (www.symbian.com). Used in Psion and other handheld computers, it supports Java applications, e-mail, fax, infrared exchange, data synchronization with PCs and includes a suite of PIM and productivity applications. ). EPOC results found that the Resumix system eliminated non-value added activities, increased the speed of processing and would support DoD's regionalization regionalization Managed care The subdivision of a broadly available service–eg, a blood bank, into quasi-autonomous regional centers, capable of making decisions and providing more cost-effective and/or faster service to hospitals and health care facilities,  and centralization of services.

"Resumix is very proud to have been selected by the Department of Defense for the regionalization and systems modernization program. The exhaustive testing (programming) exhaustive testing - Executing a program with all possible combinations of inputs or values for program variables.  of the Resumix system demonstrated the savings in time and costs that can be achieved once it is fully implemented," said Steve Ciesinski, President and CEO (1) (Chief Executive Officer) The highest individual in command of an organization. Typically the president of the company, the CEO reports to the Chairman of the Board.  of Resumix.

"The study's findings were consistent with the real world experiences of Resumix customers in both the private sector and in other Federal agencies. In addition to significant cost and time savings, use of the Resumix system will enable the Department of Defense to improve the quality and suitability of its civilian staff through better matching of candidates to the requirements of open positions."

"Resumix Federal's selection as a key part of the modern system reflects the depth of our commitment to the Federal staffing market," Steve continued. "This commitment is also shared by our parent company, Ceridian, which markets a wide range of human resources The fancy word for "people." The human resources department within an organization, years ago known as the "personnel department," manages the administrative aspects of the employees.  services to the Federal government, including payroll processing."

Several regional sites will begin using the Resumix system immediately with full roll out of the STAIRS program by 1999. Resumix will be available for use at every Army, Navy and Air Force regional location for all civilian hiring. Each DoD location will use the Resumix Federal version of the product which Resumix announced last May.

"Resumix will allow us to provide our customers with outstanding service in filling vacancies and meeting their staffing requirements," said Dr. Linda M. McCullar, Chief of the Functional Program Management Office, Civilian Personnel Management Service, DoD.

Like the commercial version of the Resumix system, Resumix Federal uses image processing image processing

to store electronic images of candidate and employee resumes, but it has been expanded to respond to federal agency needs.

For example, Resumix Federal incorporates FormReader, special software that reads federal forms SF 171, Series 110 and OF 612. Custom supplemental forms can be read as well with FormReader. This provides federal customers with the option to use federal forms, resumes or a combination of both. Resumix Federal is now on the GSA (1) (Global mobile Suppliers Association, Sawbridgeworth, U.K., www.gsacom.com) A membership organization of suppliers of GSM products and services. Its goal is to promote GSM as the worldwide mobile communications standard. See GSM Association and GSM.  schedule.

Patented artificial intelligence extracts the specific candidate qualifications specified by federal government agencies. An electronic skills and qualifications database is prepared for automatic matching to vacancy requirements. Lists of the most qualified people for hire, promotion or reassignment are then compiled for review by selecting officials.

In addition to extracting skills, employment history and education information, FormReader handles information specifically needed by federal government agencies.

Examples include announcement number, highest grade held, highest educational level, U.S. Citizenship, social security number, eligibility for veterans' preference and geographic preferences. This eliminates paper shuffling and provides instant on-line access to applicant and vacancy information.

Resumix Federal also extensively supports requisition A written demand; a formal request or requirement.
