Authorized voting strength of the House was 405. Nonvoting delegates in the House were the Board of Directors, representatives of sections, and Student Assembly members. Representatives from the Ethics and Judicial Committee, the American Board of Physical Therapy Specialties, and the National Assembly were consultants to the House, along with the members of the Reference Committee and designated Association staff. Nonvoting members were allowed to speak to issues and to make motions.

After the call to order, the House observed a period of silence out of respect for our physical therapy colleagues who had died since the 2002 meeting. The House then adopted the rules of the 2003 House of Delegates.
