Focus on the Family Chairman James Dobson James Clayton "Jim" Dobson, Ph.D. (born April 21, 1936 in Shreveport, Louisiana) is the chairman of the board of Focus on the Family, a nonprofit organization he founded in 1977.  pointed to the four-year anniversary of the yet-to-be-approved nominations of Priscilla Owen Priscilla Richman Owen (born October 4, 1954) is a federal judge on the United States Court of Appeals for the Fifth Circuit. She was previously a Justice on the Texas Supreme Court. Owen was born in Palacios, Texas.  and Terrence Boyle Terrence W. Boyle (born December 22 1945, Passaic, New Jersey) is a federal judge on the United States District Court for the Eastern District of North Carolina.

He was appointed to that position by President Ronald Reagan on May 3 1984 following unanimous confirmation by
