Regional Electric Utilities Propose Roadmap for BPA Aimed at Ensuring Reliability, Stabilizing Rates -- Joint Northwest Utility Customer Proposal Group.

The region's leading public and investor owned utilities have joined to propose an innovative plan for the Bonneville Power Administration The Bonneville Power Administration (BPA) is a U.S. self-financed federal agency which transmits and sells wholesale electricity in Washington, Oregon, Idaho, and western Montana. The BPA is part of the U.S. Department of Energy, and is headquartered in Portland, Oregon.  (BPA BPA British Paediatric Association. ), aimed at maintaining a sufficient and affordable power supply for the region over the next 20 years.

The group will present its proposal at four upcoming public meetings with the BPA and the Northwest Power Planning Council. The meetings are scheduled to seek comments on how BPA will distribute the benefits of the federal hydropower hy·dro·pow·er

More than a year in the making, the proposal marks an unprecedented degree of cooperation among numerous public and private interests -- often split by conflicting interests -- in resolving regional energy issues

The customer proposal establishes mechanisms to enhance funding for conservation and renewable energy programs, both of which are important to the region's utilities. At the same time, the joint customer plan creates no additional risk for U.S. taxpayers or the U.S. Treasury.

The four public meetings are part of an initial public process being held by BPA to help plan the future of the federal power marketer. BPA plans to gather comments and ideas at these meetings from a range of BPA customers, constituents and other interested parties. BPA then will develop a draft proposal, which will be presented during a subsequent public process. The agency expects to make a final policy decision on post-2006 service by next spring.
