The UK's tallest free-standing sculpture took 20 months to fabricate. Originated (1930) as the British Empire games, the series is held every four years and is patterned after the Olympic games; women have participated , the work was commissioned by New East Manchester Ltd who are responsible for implementing the city's ambitious Regeneration Framework. Designer, Thomas Heatherwick, makes particular reference to the commitment of the project's contractors--led by Nader Mokhtari of Manage and William Hare of Packman Lucas--who overcame the project's many technical challenges; all of which were compounded by the region's unpredictable weather patterns. The total cost of [pounds sterling]1.42 million was jointly funded by the European Commission ([pounds sterling]700 000), The Northwest Regional Development Agency's Public Art Programme ([pounds sterling]500 000), English Partnerships ([pounds sterling]100 000) and Manchester City Council Manchester City Council is the local authority for the metropolitan borough of Manchester in Greater Manchester, England. It is made up of 96 councillors, three for each of the 32 wards. Currently the council is controlled by the Labour Party and is led by Sir Richard Leese.  ([pounds sterling]120 000).
