In May 1994 the DFS contracted with a Raytheon-led team that included Indra Systemas of Torrejon, Spain, and Terma of Copenhagen, Denmark, for the development of P1/ATCAS. The contract award followed the successful implementation of Raytheon's DERD DERD Diesel Electric Reduction Drive  (Display of Extracted Radar Data), DERD-X and DERD-XL systems at 10 ATC centers throughout Germany from 1980 to 1994. The selection of Raytheon's AutoTrac system for P1 reaffirmed the DFS' confidence in Raytheon's design, development and implementation capabilities in air traffic management. Furthermore, the decision solidified the DFS' 22-year working relationship with Raytheon.

The backbone of the P1 system is the local area network - a high-speed, secure, fiber-optic system coupled with a distributed open system configuration and standardized interfaces and communications protocols. P1/ATCAS provides advanced multi-radar tracking with enhanced software that reduces the effects of radar errors and noise, producing a smoothed track display.

The P1 system reduces the DFS controllers' amount of routine work by electronically performing many of the functions that were previously handled manually, such as en route sector coordination and automatic secondary surveillance radar Secondary Surveillance Radar (SSR) is a radar system used in air traffic control (ATC), which not only detects and measures the position of aircraft but also requests additional information from the aircraft itself such as its identity and altitude.  code assignments. To ensure increased system reliability, each of P1's major components is dual redundant and connected to a central control and monitoring system.
