a. To treat with gross insensitivity, insolence, or contemptuous rudeness. See Synonyms at offend.

b.
 teachers, police or fire officers, or railway guards. Teachers had complained that their students sassed them, but police were willing to get involved only in cases of assault. Children as young as 13 are covered, by the law.
