RUSSIA - May 29 - Baltic Row Mars EU Trade Deal With Moscow.

Moscow and the EU announce a deal granting Russia the status of a "market economy", but the two sides clash on the future of the enclave enclave /en·clave/ (en´klav) tissue detached from its normal connection and enclosed within another organ.

Romani Prodi emphasised the formal recognition of Russia's new trading status, which clears the way for easier relations with the EU and the reduction in anti-dumping cases against Moscow over accusations of selling goods below market cost. He said the gesture was a "recognition and reward for the major reform Russia has undertaken", and was likely to be formalised Adj. 1. formalised - concerned with or characterized by rigorous adherence to recognized forms (especially in religion or art); "highly formalized plays like `Waiting for Godot'"

One senior EU official indicated that the decision was a political one, but expressed confidence that Moscow would meet its commitments, eliminating an estimated $5 bn (5.3 bn) a year in energy subsidies. In spite of heavy diplomatic pressure from Moscow on EU member states, officials were unable to reach agreement on the movement of local residents and goods between the Baltic enclave of Kaliningrad and the rest of Russia. A resolution of the issue is needed ahead of the proposed introduction of visa regimes for Kaliningrad residents by mid-2003. The EU insists that local people will be required to seek visas for travel through Poland and Lithuania in transit to Russia, arguing that to do otherwise would represent a violation of the Schengen agreement The 1985 Schengen Agreement is an agreement among some European countries which allows for the abolition of systematic border controls between the participating countries. It also includes provisions on common policy on the temporary entry of persons (including the Schengen Visa),  to which they should later be subject. Moscow argues that transit corridors should be provided to maintain the status quo [Latin, The existing state of things at any given date.] Status quo ante bellum means the state of things before the war. The status quo to be preserved by a preliminary injunction is the last actual, peaceable, uncontested status which preceded the pending controversy. . He signalled that he considered a resolution "a qualitative test of our relations with the EU". The lack of consensus means the search for compromise will be thrown back to the Council of Ministers meeting in June.
