The plant was completed in 2001. It employs 700 people. Shares in the plant's company are distributed as follows: Gazprom affiliate Irtyshpolymer (54%), Tecnimont and two Turkish and Japanese chemical groups (34%), and the European Bank for Reconstruction and Development European Bank for Reconstruction and Development Bank targeted at Eastern Europe and the former Soviet Union.
