 process worsened costs and delays in building courthouses, whether favoritism was a factor in awarding or changing contracts or architects, and whether the county efficiently utilized courthouse construction money.

Runner also asked that the audit gauge whether the state Legislature's action in the 1980s of setting priorities for which courthouses would be built first contributed to the inefficient use of funds.

``An audit is of the utmost necessity when you consider that over $80 million has been spent on eight proposed courthouses without a single courtroom constructed,'' said Runner, R-Lancaster, the author of a bill sponsored by Los Angeles County to restore courthouse construction revenue taken by the state in 1991.

The Antelope Valley courthouse was proposed on 10 acres the county bought along Avenue M west of Sierra Highway Sierra Highway is a road in Southern California, United States. It runs from Tunnel Station near the north limit of the City of Los Angeles, where it intersects with San Fernando Road and Foothill Boulevard, as well as Interstate 5, and continues north to Mojave, mostly paralleling  and was last estimated to cost $80 million. County officials cited declining revenue when they put it on hold in January 1994.

The county spent $10.8 million on planning and construction designs for the Lancaster courthouse, but plans have yet to be completed, Runner said.

An aide to Supervisor Michael Antonovich said the supervisor has already asked for a county audit of courthouse construction funds, in part to determine when the county might have enough money to resume work on the delayed projects.

``The supervisor feels an audit would be good, and he's already asked the CAO (county Chief Administrative Officer A chief administrative officer (CAO) is responsible for administrative management of private, public or governmental corporations. The CAO is one of the highest ranking members of an organization, managing daily operations and usually reporting directly to the chief executive  David Janssen) to provide an audit of our spending,'' Lori Howard said.

Since the Antelope Valley courthouse project halted, she said, the county has revamped the way it manages capital improvement projects, taking responsibility away from the Internal Services Department and giving it to the chief administrative officer.
