 George Runner George C. Runner, Jr. (born March 25 1952 in Scotia, New York) is a Republican California State Senator, who represents the 17th Senate District, which includes portions of Los Angeles County, San Bernardino County and Ventura County. , R-Lancaster, called Monday for the elimination of the state's tax on its residents' cars.

Runner is advocating phasing out the car tax, known as the vehicle license fee, over five years.

``We went through the recession on the backs of the taxpayers,'' Runner said. ``It's time It's Time was a successful political campaign run by the Australian Labor Party (ALP) under Gough Whitlam at the 1972 election in Australia.  are opposed to cutting the car tax, saying the proposal would destroy efforts to step up funding for schools and hurt counties and cities that rely on fee revenues.

The Assembly and Senate versions of the state budget do not include cuts to the car tax. This month a conference committee, of which Runner will be a member, will iron out differences between the two versions.

The car tax provides about 10 percent of cities' tax revenues and about 25 percent of counties' revenues.

The Republican plan calls for a constitutional amendment guaranteeing that cities and counties would continue to receive the same amount of revenue that they would have received with the car tax.

Lancaster received $4.9 million this year from the car tax while Santa Clarita Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  received $4.8 million and Palmdale got $4.6 million.

The Lancaster City Council sent Runner a letter dated May 22 advocating the elimination of the car tax provided that there is a constitutionally protected revenue stream.

``We believe when you have excess funds you should send money back to the overtaxed citizens,'' Visokey said.

The Santa Clarita City Council also wants to see their revenue stream protected.

``They oppose the elimination of the tax unless there is a constitutional amendment protecting local government,'' said Santa Clarita City Manager George Caravalho. ``Local government hasn't had a good experience with the state over the years.''
