RUBALCAVA TO HEAD DWP PANEL CHIEF SAYS HE'S DISTURBED BY AUDIT FINDINGS.

 attorney who has been president of the panel since July 2003, said he has been disturbed about audits critical of the agency and is taking steps to deal with problems.

``We need to do a better job, and I think we will, with changes we are making,'' Rubalcava said after the council voted 10-0 to reappoint Re`ap`point´

The agency has been at the center of a series of controversies, most recently after audits by Controller Laura Chick raised questions about the DWP's contracts with the public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment. By its nature, public relations is devoted to serving particular interests by presenting them to the public in the most  giant, Fleishman Hillard.

 filed suit in July against Fleishman Hillard, accusing it of deliberately overbilling the DWP DWP Department of Work and Pensions (UK)

 under its $3 million-a-year public relations contract.

In addition, the District Attorney's Office opened a criminal investigation in the allegations.

Late Monday, Delgadillo amended the civil suit, alleging that Fleishman Hillard also inflated its bills under a $500,000 contract with the city's Airport Department and a $2,000-a-year contract with the Harbor Department.

The new filing also named Douglas Dowie, former general manager of the firm's Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  office, as a defendant.

``To us, it's clear he had personal liability since he was the main point person in the office,'' Delgadillo spokeswoman Katie Buckland said Tuesday.

Neither Dowie nor his attorneys returned calls for comment. Dowie is on leave from his post with Fleishman.

Richard Kline, who now heads the Fleishman office and is overseeing an internal investigation of the allegations, said he was surprised by Delgadillo's action.

``We have attorneys going over everything, and if there are overpayments, we will return them.''

Rubalcava had defended the original contract with Fleishman, hired under the administration of former Mayor Richard Riordan to help the agency fight energy deregulation Deregulation

It's contract was extended to help the DWP - which also has an in-house public relations staff - with lobbying, event planning and other issues.

Rubalcava said he hoped to see the DWP move beyond the billing scandal and deal with other issues.

``Our main job is providing water and power to the people of Los Angeles and we want to make sure it is affordable to businesses and residents alike,'' Rubalcava said.

Rubalcava was originally appointed to the DWP board by Riordan and he has held a number of city posts, dating back to former Mayor Tom Bradley.
