New York City

(the RSA) is the largest trade association of rental property owners in New York and has been helping owners maintain the economic viability of their properties for more than twenty years TWENTY YEARS. The lapse of twenty years raises a presumption of certain facts, and after such a time, the party against whom the presumption has been raised, will be required to prove a negative to establish his rights.

The RSA was first formed in 1969 as a quasi-governmental industry association charged with administrative responsibilities administrative responsibility Any task or duty related to managing an institution; non-Pt management-related responsibilities of physicians include chart review, participation in the tumor board or tissue committee, etc. Cf Clinical responsibility.  for the then newly-created Rent Stabilization Law. In April, 1984 the RSA made a successful transition to the private sector. With 14 years of experience under its belt and the determination to increase the number of housing choices for all New Yorkers, the RSA quickly became the industry's leading advocate for rational and fair housing policies in the City. The RSA also expanded its mission to represent owners of rent controlled as well as rent stabilized properties.

RSA's 25,000 members, ranging from owners of small six-unit brownstones to owners of large multi-family complexes, collectively own or operate approximately one million units of rent regulated housing. RSA's broad representation has allowed us to develop a powerful base for our lobbying program and the resources to provide a wide range of services to our members.

RSA's goal, in short, is to revive free enterprise in New York City's housing market -- a difficult, but not impossible goal. To accomplish its goal, the RSA provides its members with leadership and service.

Leadership

RSA's leadership role, in part, involves highly organized public information and lobbying campaigns to achieve needed legislative and regulatory reforms Regulatory Reform concerns improvements to the quality of government regulation.

At the international level, the "OECD Regulatory Reform Programme is aimed at helping governments improve regulatory quality -- that is, reforming regulations that raise unnecessary obstacles to
 and to protect property owners' economic interests. These programs include:

* An instrumental role in launching "Taxpayers for an Affordable New York", a successful local lobbying campaign that reduced by half the proposed real estate tax increases in the current City budget * A long-term lobbying program in Albany to begin phasing out rent regulations which was successful this year in producing the first serious proposals for "high-rent" de-control in two decades * A continuous program of representation before the New York City Rent Guidelines guidelines,

 Board which was successful this year in maintaining a vacancy allowance against an onslaught by a seriously tenant-biased Board * A program of legal actions to protect owners interests in Court including a Federal class action lawsuit class action lawsuit

Services

RSA's owner/agent services are an equally important benefit of membership in the Association. Until the necessary regulatory reforms are achieved, the RSA is committed to help its membership deal with the sometimes overwhelming burdens of complying with numerous City and State filings and to provide its members with cost and time savings services, including the following:

* Membership: Membership in the RSA is open to all owners or managers of multi-family rental housing. Associate membership is also available for owners of smaller rental buildings and professional memberships for individuals or organizations in allied fields * Counseling Services: Experienced RSA counselors are available to all members for individual assistance, by phone or in person, on all matters related to rent-controlled or -stabilized apartments * Rent Registration Service: RSA's computerized rent registration service provides an efficient, easy and cost-effective way to meet the government mandated annual rent registration requirements * Window Guard Notification: Nearly half of all New York City apartments avail themselves of the insurance provided by RSA's computerized window guard notification system A modern notification system is a combination of software and hardware that provides a means of delivering a message to a set of recipients. For example, notification systems can send an e-mail when a new topic has been added to Wikipedia.  * Fuel Purchasing Program: RSA's recently expanded bulk purchasing Bulk Purchasing is when products are bought in large quantities. This often results in a lower price per item, or Unit price. Wholesale is selling or related to selling goods in large quantities for resale to the consumer.  program for fuel oil now covers No. 4 and No. 6 oil as well as No. 2 oil and can provide owners with significant cost savings as well as efficient service * Group Health Insurance Program: While other group coverages are being eliminated, the RSA continues to offer its members extensive, low-cost group health insurance coverage * Legal Insurance Plan: Unique in the industry, the RSA offers its members a program to contain housing-related litigation An action brought in court to enforce a particular right.
