ROSAMOND MAY ASK FOR CITYHOOD STUDY.

ROSAMOND - The process for incorporating a city government will be the topic of a special meeting Thursday of the Rosamond Community Services District.

Speaking will be Bill Turpin, executive officer of the Kern Kern, river, 155 mi (249 km) long, rising in the S Sierra Nevada Mts., E Calif., and flowing south, then southwest to a reservoir in the extreme southern part of the San Joaquin valley. ``He's going to discuss the process,'' said Sherry Delano, the district's general manager. ``Some of the board have expressed interest in what it takes to be a city.''

The meeting is scheduled for 7 p.m. Thursday at the district's headquarters, 3179 35th St. W.

Last year, at the request of Rosamond civic leaders, the Kern County Administrative Office did a ``what if'' study of what revenues and expenses a city of Rosamond could expect.

The study estimated that a city of Rosamond could expect revenues totaling roughly $3.2 million and expenditures of $3.7 million.

. Voters in 1998 gave the district authority to run parks and clean up graffiti.

An initial review by the service district's legal staff concluded that the district would not be able to contribute to such a study.

``That would have to come from private parties,'' Delano said.

Landsgaard said he believes people such as landowners and developers interested in better planning could fund the study. The service district could make meeting rooms available for the process and volunteer efforts could lower the study's costs.
