ROMER MOVES TO HEAD OFF THREATENED STRIKE BY TEACHERS.

Hoping to avert a teachers' strike scheduled for February February: see month. , Superintendent Roy Romer Roy R. Romer (born October 31, 1928 in Garden City, Kansas, United States) was the 39th governor of Colorado and served as the superintendent of the Los Angeles Unified School District from 2001 to 2006.  said Wednesday he plans to modify the district's contract offer to move slightly closer to the teachers-union position.

A Romer or Roamer is a simple device for accurately plotting a grid reference on a map.
 plans to bring the school board an offer only 0.2 percent higher in the first year than his previous offer, but he also is willing to drop discussion of a three-year contract and focus only on one year, as the union demanded.

The total proposal would amount to a 14 percent increase in salary and benefits - 10.2 percent salary increase, plus continuing a 2 percent bonus from the last contract and 1.8 percent increase for benefits.

Romer's previous proposal was 13.8 percent for salary and benefits in year one, and 3 percent each in years two and three.

Teachers are seeking a 15 percent salary increase in one year, plus the 2 percent bonus and 1.8 percent benefits.

Romer argued that teachers would be hard-pressed to make a case for a strike over a 14 percent increase.

``We're talking about one of the largest increases in teacher salaries in the whole metropolitan area,'' Romer said.

His previous offer also was conditional on the district saving money in the areas of class size and special education, but his new plan ensures the district will find the money somehow, Romer added.

The dropping of years two and three, he added, represent an interest to settle the contract quickly, but it also means discussions on the next contract would start up again within a few months.

Higuchi said the differences are about more than just salary.

Teachers are also fighting the district's attempts to give administrators more control over teacher assignments to tracks and grade level, now chosen by teachers based on seniority.

That right was won by teachers in the early 1990s, when they agreed to salary cutbacks in the face of the district's severe financial woes.

``There's a lot more that we're upset about still on the table,'' Higuchi said.

Romer said he is open to a mixed proposal, by which the least experienced teachers receive their assignments from administrators, but more experienced ones can continue to choose their own.

The next bargaining session is scheduled for Monday.
