Romer (born October 31, 1928 in Garden City, Kansas, United States) was the 39th governor of Colorado and served as the superintendent of the Los Angeles Unified School District from 2001 to 2006.  earned top marks for his instructional initiatives Tuesday in his annual performance evaluation Performance evaluation

The board authorized staffers to negotiate an extension on Romer's contract, which could include another two years for Romer at the helm of the nation's second-largest school district and might bring a pay raise.

Young said Romer's leadership has been ``exemplar'' in developing a secondary literacy program and investing in professional development, and credited Romer for getting the district's facilities on track to build more than 80 new schools.

``As a board, we feel strongly enough to extend his contract beyond this coming year,'' said Young, following the closed-session performance evaluation.

The board hired Romer in June 2000. Under his current contract, which expires next June, Romer makes an annual salary of $250,000 with up to an additional $100,000 awarded in bonus pay, though Romer declined to take any bonus pay last year.

The board has conducted regular quarterly reviews of Romer's performance, which is based on student achievement, facilities, personnel, organizational capacity and integrity, technology and other subjective measurements, according to according to

The board's decision Tuesday keeps Romer at the helm rather than initiate a search for a new superintendent, said Young.

Board members said Romer has made significant progress in raising classroom achievement, in part by prioritizing instructional programs such as elementary and secondary literacy as well as new math new math

Board members and the superintendent also discussed goals for the coming year. They include implementing programs developed this year, such as the district's secondary literacy plan. They also include improving the way the district does business by, for instance, reducing the amount of time it takes to pay bills.

``While Superintendent Romer is doing a good job on focusing on the core mission of the school district, which is instruction, we expect that the superintendent will apply the same rigor rigor /rig·or/ (rig´er) [L.] chill; rigidity.

``That includes improving our budget process and documents, making our district more efficient and making sure we pay our bills on time,'' Huizar said.

The board will resume its closed session Thursday. Attorney Richard Sheehan, who serves as special counsel to the board, is scheduled to present options for extending Romer's contract.

Young said the contract will be finalized before next month.
