Rogan was re-elected to a second term in November by a bare 51 percent to 46 percent and is considered vulnerable to being unseated by a constituency unhappy with his role in Clinton's trial. His area, once considered a conservative stronghold, has become more moderate with an increase in African-American, Latino and Asian-American voters.
