ROGAN, SCHIFF ROLL IN CASH TO CAMPAIGN.

The candidates have raised a total of $9.4 million, making the race the most costly in U.S. history. Rogan, R-Pasadena, has raised more than $5.7 million and Schiff, D-Pasadena, has more than $3.6 million.

Rogan has nearly $969,000 in cash on hand and Schiff has $840,000, according to Federal Election Commission reports.

Both camps are pouring the bulk of their money into television advertisements and direct mail.

National attention has zoomed in on the hotly contested race because Rogan's role as a House manager during the impeachment impeachment, formal accusation issued by a legislature against a public official charged with crime or other serious misconduct. In a looser sense the term is sometimes applied also to the trial by the legislature that may follow.  trial of President Clinton made him a prime target for Democrats in their effort to reclaim control of the Congress. The high-profile campaign shattered the previous $8 million record for a House campaign, set by former Speaker Newt Gingrich, R-Ga., in his successful run against Democrat Michael Coles.

Along with the millions raised by each campaign, both camps have the support of their parties and other special interest groups.

Parke Skelton, Schiff's campaign consultant, argued that it is Rogan who has benefited more from outside contributors, such as the GOP and pharmaceutical corporations.

``If you combine all the money being spent on Rogan and all the money being spent on Schiff, we're being outspent about two to one . . .,'' Skelton said. ``It's astonishing a·ston·ish
