ROGAN, SCHIFF BUILDING COFFERS CAMPAIGN MAY BE COSTLIEST IN HOUSE HISTORY.

Adam B. Schiff (born June 20 1960) is an American politician. He first served in the California State Senate.

The Rogan-Schiff matchup is one of the most closely watched in the nation. But Schiff said Rogan has turned to contributors outside of his district because he can't finance his race locally.

``I'd rather have the race decided by local constituents,'' Schiff said. ``(Rogan) has to go to outside the district to find people who are anti-abortion and anti-gun control to prop himself up in a district that doesn't agree with him on those issues.''

Although he has criticized Rogan for soliciting so much money from outside the district, Schiff said he too has started a national fund-raising effort Noun 1. fund-raising effort - a campaign to raise money for some cause

Rogan's fund-raising strategy has been compared to the tactics used by Dornan, who relied heavily on small donations from conservatives nationwide to build a large war chest. However, such mass mailings are extremely expensive. Rogan may have raised $2.5 million to Schiff's $1.1 million, but Rogan has already spent $1.5 million. Rogan's campaign manager said he has $1 million cash on hand.

That is only $300,000 more than the $700,000 cash on hand being reported by the Schiff campaign.

Rogan said the steep mailing costs are an investment in his political future.

``You have to spend the money. These people will contribute repeatedly to your campaign. We went from having a donor The party conferring a power. One who makes a gift. One who creates a trust.

Voters will not get a final say in the Rogan-Schiff matchup until the November election. Rogan is running unopposed for the Republican nomination in the March 7 primary and Schiff is expected to easily secure the nomination over a one Democratic challenger.
