The intersection portion of the project is aimed at relieving rush-hour congestion around Lockheed Martin's Plant 10.

``We're focused on the entrance to Lockheed and on Sierra Highway,'' said Mayor Jim Ledford. ``This will improve the left-turn movements.''

The design work is expected to take about a year. It will take about two to three years to complete the improvements.

``This is a project that has to go forward if we are to be competitive in that (aerospace) field,'' said Councilman Richard Loa.

Highlighting Plant 10 and Plant 42's contributions to national defense, Rep. Howard ``Buck'' McKeon, R-Santa Clarita, was able to successfully lobby for $2.8 million for the project to be included in a $286.4 billion, six-year federal transportation funding bill.

Palmdale officials want to expand Rancho Vista Boulevard between Fairway Drive and 30th Street East from two lanes in each direction to three lanes in each direction with a median.

The work would also include bike paths on both sides. Intersections would be striped striped

Having the preliminary engineering work in hand will assist the city in seeking additional grants to help finance the project. The preliminary engineering work was financed through a $309,000 state Transportation Department grant.

The city allocated about $1 million in this year's budget for the project.

Widening the boulevard the rest of the way east to 15th Street East and west to Fairway Drive would cost $6 million. Widening east to 30th Street East would cost an additional $6 million.
