The $3.1 million improvement project was designed to reduce the frequency and severity of accidents along Moorpark Road, but it has been decried by residents as something that will open the floodgates to traffic in the agricultural area.

Despite the opposition, county officials said the road must be improved because it does not conform to Verb 1. conform to - satisfy a condition or restriction; "Does this paper meet the requirements for the degree?"

The environmental impact report studied three options for the improvement project:

Extending the north-south alignment through farmland along the foothills, hooking it up with Spring Road at Tierra Rejada.

Following a similar pattern, but a bit to the east to connect to the newly opened Science Drive.

Widening the road to accommodate shoulders and flattening the east-west portion to eliminate the hilliness that hinders drivers from seeing oncoming cars.

County Public Works officials said the more cost-effective and best alternative would be the first, since it would take less agricultural land than the road connecting with Science Drive.

And, since the new road would not be located in a flood plain, its site, high up on the foothills, would lessen the likelihood of flooding.

The two other options, MacKinnon said, would be to take away more agricultural land, which would be more costly.

But some people living in and around the area said improving the existing road would be the best option since it would cause the least amount of disruption.

Moorpark Mayor Patrick Hunter said that while his city has never questioned the need for improvements, officials believe a realignment re·a·lign

 of Moorpark Road would bring traffic to intersections that serve the city without bringing any benefit.

He said that the road is primarily used by motorists going from Thousand Oaks and Camarillo to Simi Valley or vice versa VICE VERSA. On the contrary; on opposite sides. , and less by Moorpark residents.

``The city has never taken issue with the need to do the improvements on that road,'' Hunter said. ``The county said there are accidents reported there, and the city can't take issue with that. But what I do take issue with is an overly ambitious project being undertaken by the county by realigning this road as well as making those improvements.''

The environmental report review committee, made up of members of the county Planning Department, the Agricultural Department and the Public Works Department Many governments worldwide have had departments or ministries referred to as the Public Works Department either formally or informally.
