ROAD PLAN INCLUDES ELEMENTS FOR SLOWING.

An attorney for the principal developer of Dos Vientos on Wednesday revealed pieces of Councilman Andy Fox's proposal to solve the controversy over the Borchard Road extension.

The plan calls for reducing the proposed four-lane road to three lanes, and including traffic circles and other devices to slow the speed of cars on what critics contend would be too steep a grade, said the attorney.

``I think it's the first time we've seen a plan that doesn't involve a change of grade or substantial construction changes in the road,'' said Steve Weston Steve Weston (1940 - May 12, 1985) was a Canadian television and theatre actor. ``In that regards, it's interesting,'' he said. ``But no one pointed out who will pay for these changes.''

Fox, who has yet to publicly unveil the plan he first announced last week, declined to elaborate on his plan, saying he wants to discuss it with his colleagues at a closed session scheduled for Tuesday.

``We are still in negotiations,'' he said. ``They are sensitive negotiations dealing with important issues and I certainly don't want to say or do anything that would upset the progress we have made,'' Fox said. ``This is an important issue to the people of Newbury Park and important to the people in the community as a whole.''
