S, ADD FACILITIES.Byline: Jim Skeen Staff Writer PALMDALE - The Palmdale City Council will vote Wednesday on a bond issue to finance two voter-approved regional parks and the widening of one of the city's main traffic arteries - Avenue S. The $50 million in certificates of participation, a form of bond financing, were put together for the sake of saving money, as much as $150,000 to $200,000, on financing and underwriting costs, but will be secured by different funding sources. ``We're not mixing apples and oranges,'' said City Manager Bob Toone. ``We're paying for them from separate pots of money.''
